Well, this is the mayor we’re talking about. From the way she acted, she’s obviously an extreme money-grubber and just wants it for herself.
Twilight fixed the dam herself. Most unicorns don’t have magic THAT good. And the thing is. it’s Ponyville town hall. The same Ponyville that wraps up winter without magic. Why would they have a “no magic to get winter out of the town rule and not have the same for the public buildings?
All in all a very pointless meme. Some people are too desperate to point out errors in the show that they jump too fast and make memes and post them before really thinking it out. Seriously, I don’t get why people are so into that. But if you’re so determined to point out errors at least wait till you find an actual error or something worth pointing out.
There wouldn’t be any plot if problems are solved that easy. duuuuuuuuuuuuuh
